Blue Badge Scheme

Provision of on street parking for disabled people is made under the Blue Badge Scheme. This allows vehicles used by badge holders to park:

For up to 3 hours on yellow lines, single or double. (This does not apply where loading and unloading is also permitted, or where the vehicle may cause an obstruction)
Park free of charge for up to 3 hours at parking meters on street and pay-and-display.

Disabled drivers may be issued with a Penalty Charge Notice if found to be doing one of the following:

causing an obstruction
parking in a way that disrupts the flow of traffic
parking where loading or unloading restrictions are in force including "kerb markings"
parking in a taxi rank, a bus stop, a clearway or on a school keep clear marking
parking beyond disabled bay or Pay and Display markings
parking in bay without displaying a valid disabled badge

Disabled Persons' Parking Bays

Under the Traffic Regulations Act 1984, the Traffic Authority can designate special parts of the highway to provide special parking bays for disabled drivers. These bays are provided and managed by Swale Borough Council, acting with the Highway Authority, Kent County Council.

It should be noted that the applicant will not have exclusive rights to the parking bay, any driver displaying a valid blue badge may park in the bay.

Swale Borough Council does not charge for disabled persons' parking bays.

If your application is refused and you believe you have exceptional circumstances we do have a process to appeal against the refusal.
